Self-Determination at Metro

Metro is committed to embedding self-determination across its organisation.

We acknowledge that reconciliation is not a destination, but an evolving journey of truth-telling, respect, and action. In 2019, we formalised our commitment through our first Reconciliation Action Plan (RAP), followed by a second RAP in 2022. These efforts laid the foundation for cultural learning and stronger relationships with First Peoples.

In 2025, we took the next step by launching our inaugural Self-Determination Action Plan 2025–2027, aligning with the Victorian Government’s commitment to self-determination and the Department of Transport and Planning’s Aboriginal Self-Determination Plan.

This plan is guided by the principle that First Peoples are best placed to make decisions about their lives, communities, and futures. It is grounded in local knowledge and developed in partnership with Metro’s First Peoples Employee Network, Traditional Owners, community organisations and cultural knowledge holders.

Through this plan, Metro will:

  • Create culturally safe workplaces that reflect and respect First Peoples’ knowledge, culture and heritage.
  • Increase First Peoples employment, economic participation, and leadership across our network.
  • Partner with community to deliver programs and services that meet local needs.
  • Embed accountability measures that ensure meaningful, transparent, and community-guided action.

Our plan is structured around four key domains of reform – People, Systems, Outcomes and Accountability – in line with the Victorian Government’s Self-Determination Reform Framework. It outlines 13 tangible actions to bring these principles to life in how we operate, hire, engage, and plan for the future.

We recognise that many parts of our rail network run along ancient Songlines used by First Peoples for trade, travel and ceremony. We are committed to respecting these cultural landscapes and amplifying the stories and contributions of Aboriginal and Torres Strait Islander peoples across our services.

Working Together for Change

Metro continues to partner with Aboriginal and Torres Strait Islander owned businesses and organisations, and actively supports local initiatives, cultural events, and community grants. We are proud to walk alongside First Peoples to build a more inclusive, connected and equitable transport system.
