Our leadership team is dedicated to delivering safe, reliable train services and an exceptional experience for passengers. They are accountable for the day-to-day operations of the network and business, and the future direction of Metro.

While assets are at the core of the railway network, our leaders understand that employees are the heart of Metro. They are committed to making Metro a safe and inviting place to work, and prioritise the wellbeing and development of their people.

Raymond O’Flaherty, Chief Executive Officer

Driving the company’s purpose to move Melbourne.

Under Raymond O’Flaherty’s leadership, Metro Trains is focused on delivering an exceptional passenger experience. Through a focus on reliable, safe, and clean services – together with accurate and timely information – on a railway that is accessible for all passengers.

Raymond is leading Metro Trains through one of the most significant periods of transformation in the history of Melbourne rail, delivering a future network to meet the city’s growing needs.

To foster the collaboration and cohesion Metro Trains needs to deliver a highly efficient railway for the city of Melbourne, Raymond has introduced the concept of ‘One Team One Metro’ to engage staff to work together with trust and respect to deliver for passengers.

As CEO of one of Victoria’s largest employers, Raymond has overseen a renewed focus on safety for the organisation’s people, community, and environment, as Metro drives toward a target of Zero Harm. He’s also committed to fostering a diverse and inclusive workplace that attracts and develops talented, experienced individuals  and enables them to do their best work for the people of Melbourne.

Prior to becoming CEO in July 2018, Raymond was Executive Director Franchise at Metro Trains, responsible for leading all critical operational delivery portfolios. This followed his tenure as MR4 Bid Director, where he successfully led the franchise negotiation process with Public Transport Victoria. Under the MR4 rail franchise, Metro Trains will run the metropolitan rail network until at least mid 2026.

Previously, Raymond has served as Chief Financial Officer (CFO) at Metro Trains, responsible for the financial management of a consortium led by railway and property experts MTR Corporation, together with John Holland Group and UGL Rail. He has also served as CFO of Yarra Trams and Director Corporate Finance at PwC.

Raymond is also the CEO of Metro Trains Australia and a Director on the TrackSAFE Board since July 2018, as well as Director to the Board of the Australian Railway Association and the Passenger Transport sub-committee.

Paul O’Halloran, Executive Director Network Assets & Assurance

Assuring the network of today and tomorrow is optimised for the people of Melbourne. Responsible for infrastructure, engineering, rolling stock, operational control and management systems, strategic asset management and planning, and integration.  The team manages changes to the network and delivers continuous innovation and improvement.

Pete Ryan, Chief Financial Officer

Driving the sustainable commercial success of the business through the company’s governance, planning and risk management processes.  Responsible for finance, commercial, procurement, legal, internal audit, enterprise risk and business planning functions.

Aline Frantzen, Chief Operating Officer Operations and Passenger Delivery

Committed to keeping Melbourne moving by delivering exceptional passenger experiences through, on time, reliable, safe, and efficient services. The Passenger arm provides passenger relations and includes frontline station staff and authorised officers. The Operations arm ensures the network is performing at its optimum level, and includes train drivers, maintenance and renewal activities, and network performance.

 

Robert Duvel, Executive Director Safety and People

Responsible for driving the company’s pathway to Zero Harm and shaping the culture of Metro. The Safety arm manages and sets policy for safety, environment, risk, and quality management for the organisation. The People arm supports the business through the delivery of people strategies designed to attract, develop, and retain a capable and diverse workforce.

 

Clare Abbott, Executive Director Corporate Affairs

Building trusted relationships with our people, passengers, and partners. Responsible for internal and external communications, marketing, brand, corporate social responsibility, employee communications, project communications, government relations and digital communication.

Pete Gleeson, Executive Director Projects

Pursuing project delivery and engineering excellence for Melbourne’s expanding metropolitan railway.  Projects deliver a range of infrastructure projects, including Victoria’s Big Build, to build a better rail system with a strong focus on safety and passenger satisfaction.
