Metro Station Access Permit - General Terms and Conditions
All persons operating under a Station Access Permit and engaging in station activity on Metro Trains Melbourne Pty Ltd (MTM) rail network must comply with specific safety and performance related requirements as outlined below. These terms and conditions cover matters specific to stations on the MTM rail network where a rail industry card is not required.
General
All third parties must obtain express permission from MTM before accessing MTM premises.
Activity conducted on MTM premises must not adversely affect MTM’s ability to operate scheduled train services or impede passenger traffic.
MTM reserves the right to withhold or revoke approval of access at any time if the third party:
fails to comply with the directions given by MTM staff, security, or emergency services personnel;
fails to comply with any MTM policy or procedure;
is negligent or causes, or contributes to, a safety incident or property damage during the activity;
fails to protect MTM or third party assets and/or infrastructure during the activity.
MTM reserves the right to withhold consent for access and/or revoke the approved permit at any time, including if the approved subject activity is no longer safe or appropriate to conduct due to a change in the station/network environment;
The following is prohibited on the MTM rail network:
any activity that disrupts or creates inconvenience for MTM staff, passengers, tenants, neighbours, or the general public;
any activity to be conducted in the air space directly above the train station, including filming and photography that involves drones or aircrafts;
any activity that requires excavation work;
the use of pyrotechnics, dangerous or flammable substances, and weapons (including spear guns, firearms and explosives).
All third parties must have a valid myki card or ticket if the proposed activity is to be conducted within the train station (i.e inside the barriers).
All third parties must comply with the directions given by MTM staff while on MTM premises or rail property.
On arrival
All third parties with an approved permit to engage in station activities must check-in prior to set up and also upon departure:
at staffed stations by presenting at the relevant Station Masters office to sign in; or
at unstaffed stations by pressing the red emergency button and speaking to a member of MTM staff.
All third parties must present the approved permit to an MTM staff member on arrival and on request at any time.
Take care not to block driveways or public access ways with vehicles, equipment or materials.
At the station
While on MTM premises, you must take reasonable care of yourself and others, and follow MTM instructions including those delivered to the station via the PA system.
While on a train platform, you must always stay behind the yellow line when a train is approaching and remain behind the yellow line until the train has come to a complete stop.
Red, yellow or green clothing or objects are not permitted as these are the train signal colours and pose a safety risk with driver communication. Any high visibility safety garments worn must be orange.
Be mindful of keeping noise to a minimum as it can affect the public, neighbours or regular train operations.
The following is not permitted (unless specified in the approved permit):
entering areas that are not accessible to the public;
climbing on or obstructing signals equipment and signs;
crossing the yellow line on train platforms, including any equipment;
obstructing the flow of people on and off trains and through the station;
obstructing tactile pathways;
the use of helium balloons;
the use of artificial lighting or reflectors;
the consumption or use of any alcohol, smoking, e-cigarettes, vapes, and illegal drugs on MTM’s premises.
After conclusion of activity
The site must be left in a neat and tidy condition.
Ensure all waste is properly disposed of and public bins are not left overflowing.
Ensure no contaminants reach the storm water system.
Consider preservation of the flora and fauna, and any heritage restrictions in the area. If in doubt, you must seek clarification from MTM staff.
For community activities and events - upon MTM’s request, the applicant must provide MTM with photos of the activity, and/or an indication of the number of people who participated in the activity.
Drug and alcohol policy
Third parties accessing MTM sites must not be affected by drugs or alcohol, and are required to have a zero blood alcohol level and be free from the effects of drugs.
Third parties may be subject to random, targeted/post incident drug and alcohol testing.
A person who tests non-negative/confirmed positive to alcohol or drugs or who refuses a drug or alcohol test must be removed from the site immediately and may forfeit permission to conduct activities on MTM premises in the future.
Alcohol, smoking, e-cigarettes, vapes, and illegal drugs are not permitted on MTM premises.
Incident management
You must consider any risks to yourself, other activity participants, MTM employees, passengers, or members of the public. If you have any concerns, you must seek immediate assistance.
Ensure any marquees, tables, banners and other larger items are adequately and appropriately secured.
You must ensure that the planned activity and/or equipment is not hindering or blocking entryways, walkways, and exits, including emergency exits.
You must alert MTM staff if any equipment or loose items fall onto the tracks, do not attempt to retrieve it.
You must report all rail and occupational health and safety incidents and occurrences to MTM as soon as possible.
Security and emergency management
On arrival at a train station you should make yourself familiar with the Emergency Evacuation Procedure located at the station.
You may press the red button located on all MTM station platforms to speak to MTM’s control room officer at any time in the event of an emergency.
You must always follow any emergency or specific evacuation instructions, including any instructions delivered to the station via the PA system, by MTM staff and/or emergency services.
Filming and photography
All third parties must submit a filming or photography brief to MTM for consideration and approval before a permit can be issued. Footage and images of MTM’s premises or assets may only be used for the purposes stated in the approved permit.
All third parties must comply with MTM’s content and restriction policy.
Third parties may not film or photograph MTM employees without prior written consent by MTM and an executed consent form.
The following is not permitted (unless specified in the approved permit):
unauthorised use of images and/or film;
photographing and filming passengers taking images that identify passengers;
the use of tripods unless specified on the approved permit;
artificial lighting or reflector equipment on station platforms;
photographing and filming a train approaching the platform;
production of film or photography content where the subject matter is likely to be considered offensive or is of a sensitive nature. This includes nudity, offensive language, violence, alcohol, gambling, drug use, anti-social behaviour, political, or racial content;
production of film or photography that may diminish the reputation of MTM, other public transport operators, or the public transport system in Victoria;
production of film or photography of a political nature, including promotions, commentary, or criticism of a political party, parties, or a political cause;
production of film or photography that promotes or relates to alcohol or gambling
any variation to approved brief. This may result in the approved permit being void and cancelled immediately.
Equipment
All planned equipment to be used must be listed and detailed in the application for a permit.
MTM accepts no responsibility for damage to or loss of, any equipment brought onto, or left on, MTM premises or assets, prior to, during, or after filming or photography;
Any equipment used on platforms must be weighted or otherwise secured to ensure that it does not lift or slide.
If anything falls into the pit (train tracks), do not make any attempt to retrieve the equipment. Station staff must be alerted immediately.
Adherence to these terms and conditions will help ensure the safety of MTM staff, third parties, and members of the public, prevent damage to infrastructure and the environment, and avoid delays to scheduled train services.
Additional site-specific requirements may also apply. Failure to comply with these conditions or any other policies or procedures as directed by MTM staff will result in termination of any permit issued.
